ABOUT Citizens 4 Responsible Waterfront Land Use

Citizens 4 Responsible Waterfront Land Use ("C4RWLU") was formed at a local coffee shop when a group of neighbors got together to look over the new regulations that affect our private property rights, and how we could help maintain our healthy salmon habitat. Citizens are continually lulled into believing that our lawmakers can somehow regulate responsible behavior. So we continue to pass law after law, giving up liberty in the process. This ordinance, while having good intent, requires waterfront land owners and users to a Zoning designation of a Habitat Protection Area of 50' on private property - with NO guarantee that it will actually enhance or significantly improve the situation of possible declining returns of certain species of salmon. Land owners and users are now required to obtain a permit for most common activities within 50 feet of anadromous waters. For many of us, the Zoned Habitat Protection Area of 50' would include our back porch or fire pit.
MISSION STATEMENT:
The mission of C4RWLU is to eliminate forced regulatory codes, particularly KPB Ordinance 2011-12, thus preserving property rights, and replace those eliminated codes with volunteer public outreach programs. C4RWLU members believe that through Habitat Stewardship Education, responsible landowners and users can plan, implement, and monitor land management plans and we prevail upon the Kenai Peninsula Borough to promote volunteer programs to that end. Our goal is to sustain the long term productivity of anadromous water bodies and simultaneously protect private property rights. We believe that our residents are our greatest resource, and that each of us through personal responsibility, NOT forced regulation, can find a workable solution to solving the salmon habitat issue.
